INTRODUCTION :
To provide centralised and uniform audit and accounting cover in BRO an independent CDA viz. CDA(Border Roads) was set up on 1-4-1991. It is an establishment of the Defence Accounts Department under the Ministry of Defence (Finance). The Controller of Defence Accounts (BR) reports to the Controller General of Defence Accounts located at New Delhi.
FUNCTIONS OF CDA(BR):
CDA(BR) provides audit cover to BRO through 3 Jt. CDA BRs located at various locations. The Main functions of CDA(BR) are as under :-
(a) Payment of bills on account of stores and equipments. Misc. bills and all personal claims.
(b) Accounting of all transactions relating to BRO.
(c) Carrying out internal Audit of Border Roads Establishment including HQrs. DGBR.
(d) Monitoring progress of expenditure against allotment.
(e) Obtaining reimbursement of expenditure from other Ministries / Departments / Agencies in respect of works under taken by BRO for them.
(f) Rendering the appropriation accounts and review of balances for the BRO.
(g) Inspection of Field Offices.
(h) Liaison with Chief Engineer (Project) and Task Force Commanders / other Ministries / Departments / Agencies dealing with BRO.
(i) Carrying out Performance Audit / Super Review of Accounts of Major units.
(j) Constant Review of Systems and procedures with a view to effecting economy and efficiency.
