ABOUT PAO GREF RULES & REGULATIONS

I. ALL ALLOWANCES AFFECTING PAY & ALLOWANCES.

1.ACP1 1. This scheme is not applicable to Group ‘A’.

2. 12 years of Regular service.

3. Not applicable to those who are granted one 
Regular promotion.

4. Pay will be fixed in the next higher scale.

5. If regular promotion is granted subsequently 
on grant of ACP1, no financial benefit is allowed.

6. The highest pay scale is 14300-18300.

2.ACP2 1.24 years of regular service.
1 to 6 conditions as mentioned above.

2.In item no 3, instead of one regular promotion, it 
should be two regular promotion.

3.AWARDS Grant of monitory Allowance attached to gallantry 
awards.

4.AWL Stop pay and re grant of pay from the date of rejoining.
Period of absence if regularised on receipt of REGA DOII.

5.BCA 1.Admitted on the basis of DOPt-II order for posting to
Bhutan. 

2.IDA stopped.

3.Leave period unto 60 days admitted in full provided the
Conditions given below are fulfilled.

4.Certificate from the leave sanctioning authority the
individual is likely to report back to project located in 
Bhutan on expiry of leave.

5.The individual has to certify that he or his family
continues to stay in Bhutan during leave period. 

a.If both the condition (a&b)are fulfilled he will get 100%.
b.If certificate in (a) is given and not (b) he will get 50%.
c.If certificate (a) is not given, no BCA is admissible.
6.Basic pay as on 01.01.1996 is the basic for calculation
for slab deduction and remains unchanged.

7.CEA is admissble at higher rate i.e.Rs.150 pm-BCEAH
when education is received in Bhutan.
Rs. 80/- when education is received in India-BCEAL 
certificate is required to be incorporated in DOII.

6.CCA 1.CCA is payable on basic pay +stagnation increment
+NPA as per the classification of claims.

2. Special pay/personal pay not included.

3.In case of re employed pensioners the non-ignorable
portion of pension to be added with actual pay subject
to the total limit of maximum of the pay scale.

4.Admissible during all kinds of leaves up to 180 days
and beyond this period, on production of certificate
CCA is admissible.

5.Allowance is admissible up to 8 month for leave with 
medical certificate and beyond this period subject to
Productions of certificate as per controlling officers decision.

6.Suspention period- Admissible up to first 180 days and 
beyond this period, on production of certificate.

7.Temporary Transfers up to 90 days at old station rates and
beyond this period at the rates prevailing in new duty station.

8.Journy time-Admissible at old duty station rates.

7.CHCA This allowance is admissible to employees posted at hill 
station situated at a height of 1000 metrs. or more above 
sea level. Certificate is to be incorporated in the DOII.

8.DA Basic pay + stagnation increment+ NPA
Special pay/personal pay not included.
Admitted at the rates as declared by the Govt. from 
Time to time. Not admissible when the employee is in 
Receipt of BCA.

9.FPA 1.Employee should have one surviving child and not more 
Than two.

2.Male employee’s age should not be over 50 and wife’s age 
Should be between 20 and 45.

3.Female employees age should not be over 45 and her
Husbands not over 50.

4.Certificate in the prescribed form from central/state 
govt/ CGHS hospital/or any other approved institution 
recognised by the Govt.for the purpose.

5.If the operation is done in private hospital/nursing 
home, certificate should be countersigned by civil 
surgeon/DMO/AMA/Medical officer of CGHS/Central
government hospital.

6.The Allowance will be ceased in case of failure of
sterilisation operation.

7.The allowance sanctioned will be equal to the lowest
rate of the increment in the scale of pay applicable at the 
time of operation and remain fixed in the entire service.

8.Employees officiating in a higher post on Adhoc basis
are entitled to the allowance at the rate of increment in
the scale of the post held at the time of sterilisation 
operation.

9.Once the employer gets the benefit of allowance at a
particular rate, he would continue to draw at the same rate
even if he is reduced to a lower stage.

10.Admissible from the first of the month following the 
date of operation. During the period of suspension or 
leave, the benefits are not give effect. 

11. Not admissible to casual laborers with temporary
Status.

10.HQ allow Allowance is admissible to BRES Civ/E&M (code) and Group
‘A” officer posted to DGBR.

11.HRA 1.Payable Basic pay + Stagnation + NPA (special pay) personal pay not included)

2.In case of re-employed pensioners, the non-ignorable portion of pension to be added with actual pay subject to the total limit of the maximum of the pay scale.

3.During leave/suspension up to 180 days it is admissible and beyond this period allowance can be claimed by furnishing prescribed certificate.

4.In case of leave with medical certificate, it is admissible up to 8 month .

5.During journey time allowances is admissible at old duty station rate.

6.During Ty. Transfer admissible up to 90 days at rate of old duty station.

7.Not admissible for those provided with Govt. Accommodation.

8.Double HRA is admissible to those who are posted 
to N.E. region.


9. Rate is admissible with reference to the classification of cities.

12.MYCA Admissible to those who are posted to 760 BTF under project Sewak in Myanmar. All other conditions as 
applicable for grant of BCA.

13.SCRLA This allowance is granted to employees serving in specified 
remote localities.

14.SIACHN Admissible to GREF Officers deployed in Siachin Area.

a)Payable to Gref officers and personnel deployed in Nubra 
Valley from KM 30 onward pm Sasoma-Warshi Snout Rd
towards base camp KM14 onward on Sasoma-Sasrla Rd
Sasrela,Rama Rewari Rd, Chalunka Gulab Rd in Siachin 
Area.

B)Admissible from the date he arrives in Siachin area
And ceased with effect from the date following the day on which he
Leaves the Siachin area except in circumstances in 
Para © below.

c) An individual who is absent from the Siachin area for a 
maximum period of 14 days due to being placed on the sick
list and/or being on casual leave and/or on being on ty duty 
shall continue to receive the Siachin allowance provided he 
returns to the Siachin area.

d) Obtaining insurance cover is not necessary.

e)Payable/Admissible in addition to SCA & all other 
allowances applicable in the area.

5.Snow clearance allowance is also admissible to those 
Gref personnel who are actually engaged in snow clearance operations in addition to Siachin Allowance.

15. SDA Payable wef 01.08.1997

1.Admissible on posting to any station in the North-
East-Region viz Assam, Meghalaya, Manipur,
Nagaland, Sikkim & Tripura.

2.Rate- 12 1/2 % of Basic Pay. + NPA & this will be in addition to 
Special pay and/or Deputation (Duty) Allowance
if any drawn.

3.SCRLA, Construction allowance Project allowance can 
be drawn separately.

4.ST Officers exempted from payment of IT are also eligible 
for SDA.

5. Not admissible during leave/training beyond 15 days 
at a time and beyond 30 days in a year during suspension/ joining time.

6.SDA –not treated as pay for any purpose.

16.ISDA Admissible on there posting to Andaman & Nicobar Isands 
and the Lakshadweep.
